Labour demands Reform tackles HMOs with 7-point plan

Tougher controls on houses in multiple occupation (HMOs) are set out in a policy document by West Northants Labour Group.
Cllr Sally Keeble, Labour Group Leader on West Northants Council, said the new rules would prevent the big concentration of HMOs in some areas which has led to complaints about problems with parking, noise and fly-tipping.
“People see family homes being sold off, turned into HMOs, and then a constant churn of people moving in and out of their street with a big impact on the local environment and community. It’s a constant complaint from local residents and the present policy is not sustainable. The Council’s consultation provides the chance for a reset on HMO policy so it works better for existing local residents.”
The main policy recommendations from the Labour Group of councillors are:
· Densities slashed – down from the present 10% to 5%
· More obligations on landlords to ensure there are adequate facilities for residents – including parking
· Stronger enforcement action especially over refuse disposal and fly-tipping
· Tough action against unauthorised HMOs
· More frequent inspections of standards in HMOs
· More information for HMO residents on their civic responsibilities
· Improvement of infrastructure in areas with high concentrations of HMOs.
“Everyone deserves a decent home in a good community. But at present the HMO rules are working in the favour of the landlords and their HMOs and against the local residents who have an enduring stake in their homes and communities.”
The document is being sent to WNC today in response to the Council consultation and will also be posted on the Labour Group website.
